Medina County Health Department (MCHD) is excited to announce the release of the new Ohio Department of Health (ODH) Accela Solution online data system. The ODH Accela Solution is replacing the current HealthSpace solution and provides easy and intuitive online accessibility to apply for all types of licenses, permits, and other services from the Medina County Health Department for the following programs: Food, Pools, Campgrounds, Spas, Body Art, Resident Camps.
Important Updates for Contractors and Facility Owners:
- The ODH Accela Solution provides contractors and facility owners access to the online Accela Citizen Access (ACA) Portal which can be accessed from your computer or mobile device using Chrome, Firefox, Edge, or Safari web browsers (most recent two versions are supported). Communication between the ACA Portal and the database is near real-time.

- The ODH Accela Solution and the ACA Portal will be going live for MCHD on May 16, 2025.
- Starting May 16, 2025 you will need to register an account in Accela using the ACA portal for any new plan review and license application.

- Currently licensed locations previously submitted in the HealthSpace system will be viewable in the new ACA Portal by using a secure PIN number that will be emailed to you shortly after go-live. If you don’t receive an emailed PIN Number, contact your LHD (for applications submitted to LHD) to obtain a PIN Number. The email will either be from an odh.ohio.gov or Accela.com domain name.
- Future upgrades to the ACA Portal supports secure online credit card payments. MCHD is reviewing this option and will notify everyone once this option is available.

Licensing for Mobiles, Festivals, Events, or Farmers’ Markets FAQ
Cottage Food Operations that prepare home baked goods that do not require refrigeration are exempt from licensing provided the baked goods are properly labeled. If the baked goods require refrigeration, contact the Ohio Department of Agriculture at (800)-282-1955 to apply for a Home Bakery License. In some situations, a temporary license may be needed to sell products at craft shows, fairs, and festivals. Contact our office at 330-723-9688, option 3 with any questions.
